Pepco Required to Provide Smart Meter 'Opt-Out' Plan

Just what the opt-out option will be is still undecided, according to the Maryland Public Service Commission.

 

Marylanders less-than-thrilled at the thought of having smart meters in their homes might appreciate news from the Maryland Public Service Commission on Monday: The commission is requiring Pepco to give customers an alternative to smart meters—devices that send radio signals about a household’s electricity usage to Pepco.

Just what that alternative will be is not yet settled, but the commission has narrowed the list down to two "opt-out" options:

  1. Either allow customers to retain their current analog meters (which are not smart meters and which must be manually read each month), or
  2. Give customers the option of having their smart meters "installed to operate in an 'RF-free' or near RF-free manner," according to Maryland Public Service Commission Order No. 85294, issued Monday.

The commission will be holding proceedings to determine which alternative should go into effect, but in the meantime, Pepco customers who previously told the utility company that they did not want smart meters on their properties (this was allowed via an interim order from the commission in May) "need not take any additional action at this time," the order stated.

Many customers have voiced concern over radiofrequency (RF) radiation emitted by the smart meters, Patch reported last year.

Pepco began installing the smart meters in Maryland in June, and by the end of that month, more than 200 Marylanders had asked Pepco not to install the new meters on their properties, Patch reported.

The alternative is likely to present additional costs to Pepco. Customers selecting whichever opt-out option is ultimately chosen by the commission will need to "bear appropriate costs," the order added.

The costs associated with opting out of the smart meter installation or with receiving an "RF-free" or "near RF-free" smart meter could include (according to the commission's Monday order):

  • Costs to pay staff to manually read analog meters or perform other related services.
  • Costs associated with a dual billing system.
  • Costs associated with creating an "augmented customer education plan."
  • Costs for system modifications.

The commission has asked Pepco to provide a list of the additional costs associated with the opt-out options and a proposal for recovering these additional costs from customers. Cost estimates and a cost recovery proposal are due to the commission by July 1.

Once the opt-out option and its associated costs have been determined, "all ratepayers will have the opportunity to provide their utility with their final decision," the commission added.

As long as the people who opt out are required to pay for the extra cost of continuing to read the meters manually, ok by me. Paying human meter readers with the technology available is dumb.

So, we the taxpayers paid Pepco (using stimulus dollars) to install these smart meters. Now, those who opt out, and ask Pepco to read the meters, will have to pay Pepco to do what it has previously done without separate charge. Yet another instance of Government and Corporations tag-teaming the tax-payer.

Not funny, I asked that my old meter not be moved and I found out later they came back and changed to the new meter. What are the long term effects of R-F? It makes sense to let us know all the details before exposeing our families to this R-F. I am very glad to see this article and to see others are thinking the same thing.

it is time for this country to get serious about Radio frequency microwave radiation as emitted from Smartmeters, cell phones and so so sadly.... WIFI.

In Europe - france has banned WIFI in schools and the european Parliment is asking for a precautionary approach and reduction of exposure for children. In italy the Supreme court ruled a mans brain tumor was due to his cell phone and huge lawsuits are looming in Isreal about WIFI in schools. In India government officials changed radiation norms to a tenth of their previous standard based on health concerns.
In the US??
In the USA it gets almost zero coverage.

Steven Maxwell: the reason it gets almost zero coverage is that there has been absolutely zero scientific research that has linked radio frequency radiation with a scientifically accepted cause of harm to living tissue. In your many comments on the topic all over Patch, you link to several crackpot websites, and articles about crazy people who think they're sensitive to radio waves (note that no science backs this up. None.)

You appear to be the same type of crackpot who argues that GM food is dangerous (it isn't) and vaccines cause autism (it doesn't.) If there were a number of reputable, peer-reviewed, repeatable scientific studies that indicate that RF radiation causes harm, then perhaps there would be more coverage. But the fact is, there isn't. Please stop spreading your lies and disinformation.

It would have been nice if those of us who've already had the meters changed had known we had the ability to opt out. I'm not worried about the RF "radiation" (I use a cell phone regularly) but I've heard numerous horror stories of multi-thousand dollar billing errors, sometimes several months in a row, with the new meters -- and have noticed my Pepco bill is suddenly a LOT higher even though I'm actively cutting back on usage (unplugging "vampire" devices, fewer lights on, more low-wattage LED & CFL bulbs, etc. etc.) What options do we have if we're already in the process of being screwed over?

My bill went up significantly after smart meter installation. I read the meter myself, did the calculations, and found out PEPCO had misread the meter and transposed numbers. Even though the smart meter was installed, it was not yet on line. A human still had to come out and read it. So one option is make sure YOU verify meter readings on your statement.

If it costs more to have a person read a meter then why don't those with "smart" meters get a discount?
What guarantees are there that PEPCo willl not be allowed to determine the peak usage hours and be able to set tiered charges for them thereby bypassing the PSC to get rate hikes? Sort of like what Metro has been juggling around with.

The above is link to the European Council resolution 1815 in which they state that a precautionary approach is warrented with electromagnetic fields - RF radiation.

I do not think they are all bamboozelled by pseudoscience. If you read the research being done internationally and nationally you will see that the research is showing statistically significant negative effects.
plenty of research is showing how RF radiation effects the brain in how glucose is metabolized, in the functioning of the blood brain barrier (causes leaks) and in cognitive function. I could go on.
If you really want information you need to go furthur and read for yourself.

I see another uninformed, unqualified, but probably good-hearted person who has actively looked for something to blame for any problems in their life. The article is rife with factual errors ("microwave-level energy" being just one of them.)

"Although there have been some concerns that radiofrequency energy from cell phones held closely to the head may affect the brain and other tissues, to date there is no evidence from studies of cells, animals, or humans that radiofrequency energy can cause cancer."

There is also a great section about "Why are the findings from different studies of cell phone use and cancer risk inconsistent?" that talks about all the various ways a study can go wrong and show a link where there is none. This type of reporting bias is not limited to RF/health studies.

Cell phones have been widely used for the past 20 years. In that time they have gotten less, not more, powerful (as the number of towers proliferate.) There has been no outbreak of any sort of cancer, disease, or disorder that has been able to be traced to cell phone radiation. Further, there has been no discovered mechanism for this non-ionizing radiation to cause any harm to living tissue.

Dr. Lennart Hardell and his research group just published a review paper in the journal, Pathophysiology, that examined the evidence for brain tumor risk associated with wireless phone use (1, 2). The researchers conducted a meta-analysis in which data from previous studies were subjected to a systematic, quantitative analysis.

The meta-analysis found that the risk of glioma, a tumor which constitutes 80% of all malignant (i.e. cancerous) brain tumors, was 2.29 times greater on the side of the head where users held their phones among those who used mobile phones 1,640 or more hours in their lifetime (as compared to non-regular users). The corresponding risk for acoustic neuroma, a non-malignant tumor of the nerve that connects the ear to the brain, was similar—2.55 times greater. In contrast, the corresponding risk for meningioma, a tumor of the outer covering of the brain, was not significantly greater among regular cell phone users. (Over a ten year period, 1,640 hours corresponds to 27 minutes of cell phone use per day on average.)

I do appreciate your decorum in the last post. Please note that powerline EMFs above 3 milligauss are shown to increase a childs leukemia risk to double or more.
The research shows this over and over again per the WHO and IARC as well. Sadly as the mechanism by which this could be caused by EMF is not understood by doctors they never could say it was a cause and effect relationahip.
Sadly lobbyist from the power companies forced the EPA to shelve its Draft Report that would have influenced the way electricity is wired in residential settings here in the USA.

Indeed, no one says EMFs cause it, but man there sure are way tooooooooooooooooooooo many associations via research.
I hope you understand this concept.
I hope you do not live under a powerline.

Especially as now the evidence is mounting that ELF EMFs cause neurodegeneration via the oxidative stress they put on the brain.

You may also want to read a book written by a man hired by the cell phone industry hired to prove cell phones are safe (in 93). George Carlo wrote "Cell Phones - Invisible Hazards in the Wireless Age. His research showed cell phones cause genetic damage leading to cancer, and a slew of other health problems. The book tells the story of how the industry has skewed research and made deals with the FDA to prevent the public from knowing the truth.

Linda S. Birnbaum, Ph.D., the Director of the National Institute of Environmental Health Sciences (NIEHS) of the National Institutes of Health (NIH), and National Toxicology Program (NTP welcomes her to NIEHS and gave a great introduction to Dr. Davis's talk on the research and the increased cancer risk and how sperm are effected by WIFI and cell phones and how the radiation is absorbed in children's heads more. .
Do you think Dr. Linda Birnbaum uses a headset?
I cannot imagine she does not aafter this lecture.

Question. Might sound simple,but how would this affect my furnace? The earlier Energy saver blew out the control board on my furnace...and, charge me more than you already do for reading my power? Anything else you can charge me for! ??
