It is a petition for a rulemaking under the Administrative Procedure Act, but there is no regulatory action here. It was a management decision. A law firm of the caliber of Meyer Glitzenstein certainly knows the difference. Almy and her kin are delusional when they say that people are delighted to see deer in the park. Some deer, yes, But not this many deer. And certainly not all the dead and injured deer. Because they will be killed by people - if not sharpshooters, then by vehicles. And others who enjoy the park wish it could support the other wildlife that have been driven out because of the impact of the deer.
