Police Identify Man Who Died in Partial Garage Collapse

Carroll Dexter Wills, 57, of Prince Frederick, MD, died Thursday in the partial collapse of a parking garage at the Westfield Montgomery mall, according to police.

The man who died in the collapse of a portion of a parking garage at Westfield Montgomery mall on Thursday was Carroll Dexter Wills, 57, of Prince Frederick, MD, according to county police.

Wills and another man—both of whom are said to be construction workers, Montgomery County Fire and Rescue Service Assistant Chief Scott Graham said on Thursday—were trapped inside the partially collapsed structure at around 1:45 p.m. After working for about three hours, rescue workers were able to free one of the men, but Wills was pronounced dead on site, according to police.

The other man was flown by helicopter to the University of Maryland R Adams Cowley Shock Trauma Center in Baltimore. He was alert and communicating with rescue and medical staff at the time of his rescue, Graham said on Thursday.

The 50,000- to 55,000-pound slab collapsed on a ramp between the second and third levels of the garage near the Macy's department store, Graham said.

At the time of the collapse, more than 20 workers were in the garage, which had been closed while under construction, Graham added.
