Current Maryland Gun Laws and Proposed Changes

A comparison of existing state gun laws and proposed changes at the federal and state level.

Gov. Martin O’Malley and President Barack Obama have proposed gun control and public safety legislation in response to the December school shootings in Newtown, CT. Here are some current Maryland laws, and the proposed legislative changes:

Current Maryland Gun Laws

Handguns:

  • 21 years old to purchase.
  • Sales regulated.
  • No permit necessary to purchase, however permit is required for concealed carry.
  • No license to own required.
  • Registration required through Maryland State Police.
  • Safety training program through Maryland State Police required.

Assault Weapons:

  • Currently 30 guns, and their copies, make up the list of assault rifles.
  • 21 years old to purchase.
  • Sales regulated.
  • No permit necessary to purchase.
  • No license to own required.
  • Registration required through Maryland State Police.
  • Safety training program through Maryland State Police required.

Ammunition Magazines:

  • Limited to 20-round capacity.
  • Mental Health.
  •  List of three groups of people labeled as prohibited purchasers of firearms: People who have been convicted of a felony or certain misdemeanors, people with a mental illness, drug and alcohol abusers.

Proposed Changes to Maryland Law

  • Complete ban on assault rifle sales.
  • Reduce magazine capacity to 10-round maximum.
  • Digital fingerprinting required for handgun ownership; will go into police database.
  • Updated safety training for handgun ownership.
  • Not-yet-detailed expansion of definition of an assault rifle.
  • Require background check for all handgun sales.
  • Increased focus on mental health/school safety.
  • Adding people in guardianship, and people who have been court-ordered to a mental treatment facility and are deemed as potentially violent, to the list of prohibited purchasers of firearms.
  • Creation of Maryland center for school safety.

Proposed Changes to Federal Law

  • Increased focus on mental health/school safety.
  • Close background check loopholes that permit private gun transactions to occur without background checks.
  • Ban “straw purchasers,” people who purchase firearms for people who would otherwise not be able to obtain them.
  • Increased investment in local police departments.
  • Reinstate and expand assault weapon ban of 1994-2004.
  • 10-round maximum for magazines.
  • Remove restrictions on the Alcohol Tobacco and Firearms Bureau to enable it to better enforce regulations.
  • Establish annual report on lost and stolen guns.
  • Require all guns be traced from manufacturer to dealer to purchaser.
  • Ban armor-piercing bullets.

What pact? I don't lurk or respond to anyone. I just don't care for people who are always in the shadows throwing rocks. What is the debt up to know? Licenses for illegals. You think they are going to get insurance? How many more can we support? The county is facing a 571% increase in food stamps and 1 out of 2 Americans is on some kind of assistance. Stand in the grocery and watch how many have Independence Cards with the latest cell phones. It will all come crashing down as the Europeans are already moving money to our banks. A pandemic of economic uncertainty that is leading to a collapse that will be knocking on our doorstep.

Buck thank you. I don't mind and have come to expect from these types. They have nothing else to offer, or do that is worthwhile. If they can't win the debate they resort to name calling which means they lost the debate.

Pleading guilty to a crime is not a silly little game. If you - can't stand the truth - then don't read the truth steve. Learning to be truthful might help you understand it.

Maybe you can't read. I defended Tamika and the other victim against the county. Got fired once, one that case came back and sued them two more times and won those cases also. Now (since I won) I am a retired 39 year veteran while you are ...? You see I was not afraid of Dale Anderson. By the way he was indicated and convicted back then. What are you or what is a steve. I should be ashamed based on you telling me to be. I'll get right on it. In front of your description you can add a very well off part to that. That is what eats at your soul. You have nothing to show for whatever it is you are so the defense is to call people names. That is a sign you have already conceded defeat.
