The restriction on consuming water (or food, or other beverages) is not Metro policy: It is the law in all constituent jurisdictions. One the police are bound to enforce, whatever proclamations are made in Fifth Street. I would favour a more nuanced approached. I have no problem with a fellow passenger eating a sandwich and soda, taking the leavings when he alights. Ban the uncourteous who would inflict the stench of fried food, or toss the leftovers under the seats.
